The Uruguayan was discussing Mourinho's mixed spell at Real Madrid between 2010 and 2013 in his weekly column for Abu Dhabi paper The National when he indicated the Chelsea boss demands total respect from all his players
Forlan wrote: "Managing the dressing room there is difficult for any coach, even someone like Mourinho. Some players accept his support but others were against him because he tried to do things that were not in line with how things have always been done at Madrid.
"In Spain, some thought he was a madman but he is far from that. All he wants is complete control."
Forlan believes Mourinho was not the right candidate to take over at the Bernabeu despite his vast success at Porto, Chelsea and Inter Milan.
But he reckons the 52-year-old did a good job in difficult circumstances.
Forlan added: "He won La Liga, the Copa del Rey and improved the team's progress in Europe during a time when Barcelona were the best team in the world and the dominant force.
"Mourinho was up against a few problems but passed the test to become Madrid's coach by beating Barca at the Bernabeu, although he got criticised for his ultra-defensive tactics,
"But what else could he do? Barca had the better players but it was Mourinho who got the result."
Mourinho failed to win the Champions League with Los Blancos and left the club by mutual agreement in 2013.
